    Just from your description it's not so easy to tell if it's cum of just precum.
    In my experience, precum leaks out but cum shoots out and there's no mistaking the cum from his orgasm.
    If he is cumming then getting flacid, that's normal and a good time to stop.
    If his penis is becoming flacid during a blowjob then he's simply having problems with his erection which is a sad but normal occurance too.
    Either way, the best thing would be to ask him is he just came or if it was pre-cum and if you want to know whether you should stop or not - again, ask him... tactfully.
